According to Israeli reports, Hapoel turned down the offer, saying they want at least €5m for their 23-year-old forward.
Shechter, who scored in a man-of-the-match performance against RB Salzburg in the first leg of the Champions League playoffs, has come on in leaps and bounds since his move to Hapoel from Maccabi Netanya a year ago.
His skills were clearly evident in 2009/10 season with Hapoel Tel Aviv in the Europa League and he was key to his side's Double winning season.
He has the potential to play in a much better league than the Israeli top flight and if Celtic come up with the cash, he could soon be linking up with his compatriot Biram Kiyal.

Celtic want to sign me but Schalke would be best move for me, says Israeli star Itay Shechter
HAPOEL TEL AVIV striker Itay Shechter last night insisted Celtic are desperate to sign him.
But the Israeli reckons a transfer to German side Schalke and the chance to link up with legendary Spanish star Raul would be the best move for him.
Celtic boss Neil Lennon has been a long-term admirer of the 23-year-old and failed in a £2.5million bid to land the player last summer.
And interest in the hitman has grown with Schalke joining Liverpool, Lyon, West Ham and Anderlecht in the race to land his services.
But Shechter revealed Celtic have been doing the most work behind the scenes to land him.
He said: “I have offers from several teams but my agent, Ronen Katsav, told me not to get carried away.
“The one team who really want me and have made the most effort is Celtic.
“Liverpool and Lyon came to see me play but unfortunately I was injured. There is interest from Schalke and that would be the best move for me.
“I’m not saying I would walk into the team at the expense of Raul and Klaas-Jan Huntelaar but I would love the chance to work with those players.
“I think Hapoel will want to keep me in January because we need the team to stay together if we want to win the league. But I would be tempted if I got an offer from England, Spain or Germany.”
